It would help to know a bit more about the iBook hardware (processor speed, RAM, etc.) but I think regardless of the answer that there isn't much you will be able to do. We're talking about 10 year old hardware. G3s were designed in the very early days of video and it wasn't until G4s and inclusion of Altivec in the hardware you could really seriously play video other than easily decoded formats such as DVDs. On my old G3 I could play full size video in uncompressed format (2 hours = 60 GB, filling my drive), or I could play compressed mp4 up to 320x240 (tiny by modern standards) wth jumps and pauses. 640x480 video would freeze the computer or at best do what you are describing. I bought a G4 and everything played smoothly. Now even G4s are slow for the newer formats such as h264, and we're seeng more and more video online being designed for computers much, much newer than yours (or even mine). There are tweaks you might be able to try, but I don't know if they can really bridge the gap.
